The DeWitt County Commissioners Court proclaimed April 2025 as National Child Abuse Prevention Month. To promote awareness of local child welfare initiatives, several organizations came before the Commissioners to express their appreciation and explain their missions. They represented Rainbow Room, Norma’s House, SJRC Belong, and Pain to Purpose.
Kati Klores is the chair of the DeWitt County Child Welfare Board, which operates a Rainbow Room in Cuero. Rainbow Rooms are emergency resource centers for children and families facing abuse or neglect, providing essential items for children in crisis, such as diapers, baby wipes, school clothes, school supplies, and gifts for special occasions like Christmas, birthdays, and graduations.
Deanne Novosad, executive director of Norma’s House, which is one of 68 child advocacy centers in Texas, spoke of their extensive services to help children who are victims of abuse and/or neglect by offering a safe, child-friendly environment. Explaining that they are a multidisciplinary team that includes children’s protective services, medical and medical health professionals, and law enforcement, Novosad pointed to officers in the chamber.
“That's probably part of the reason you see lots of law enforcement here today. They are very supportive of Norma’s House, and we totally appreciate all their hard work today for us,” Novosad said.
Cynthia Ramirez, Community Liaison for East Region of Belong, a foster care provider, informed the Commissioners that there are thirty-three foster children in DeWitt County.
Amanda Wendel is the founder and president of Pain to Purpose, which started five years ago. They distribute luggage to children when they are removed from their situation due to domestic violence or neglect.
“The piece of luggage contains a towel set and a toiletry bag full of shampoo, conditioner, razor, body wash, and other necessities,” Wendel said.
Local organizations like the Cuero Police Department and CASA (Court Appointed Special Advocate) are hosting events and encouraging community participation to raise awareness and prevent child abuse.

Touch-A-Truck at the VFW on April 12th, 9:30 a.m.- noon. at 934 US Hwy 183 N. The first hour will be without sirens sounding on emergency vehicles.
