On April 17, Kelly Phelps, a former DeWitt County constable, was arrested by the Texas Rangers, according to the DeWitt County Sheriff’s office. The charges were tampering with a government record and abuse of official capacity. He was released on a $50,000 bond. At press time, no further information was available from the Texas Rangers.
