The Texas Rangers indicated in a statement to The Cuero Record that they initiated a criminal investigation into former DeWitt County Constable Kelly Phelps at the request of the 27th Judicial District Attorney’s office.
The investigation stemmed from a June 12, 2024, incident involving a county- owned vehicle while Phelps was reportedly working an off-duty job for personal gain.
Following the initial investigation, a DeWitt County Grand Jury returned two indictments on April 15, 2025. Phelps was arrested by DPS on April 17, 2025, on the following charges: Tampering with a Government Record with Intent to Defraud or Harm Another – State Jail Felony Abuse of Official Capacity – State Jail Felony This case remains under investigation.
