Since taking office May 28, 2025, Judge Lindsay Ruppert has assembled her team in the Justice of the Peace Office for Precinct One. Hours of Operation are Monday through Friday from 8 a.m. to 5 p.m. Availability during the noon hour may vary, but the staff strives to be open when schedules permit. The office is at 208 E Live Oak Street, Ste D.
Judge Ruppert was appointed by the commissioner’s court to fulfill the unexpired term of Judge Peggy Mayer after her retirement. Judge Ruppert has experience in mar-keting, grant writing, and office management and worked the last 10 years as Justice Court Clerk in Lavaca County. She is certified by the Texas Justice Court Training Center as a Civil and Criminal Justice Court Clerk. She views her appointment as an opportunity to make a differ- ence in DeWitt County and has chosen a team dedicated to serving the community with integrity and availability to the public.

Julia Olguin is a lifelong resident of DeWitt County who has over 27 years of experience as a Comptroller for local auto dealerships. She serves as Criminal Clerk at the JP 1 office, handling misdemeanor charges and collecting fines and court costs. Julia has been successful in collecting outstanding debt with a steady monthly increase in collections in the short time she has been in the office.
Brittney Harryman Schlenker, another lifelong resident of De Witt County, has a degree in Communications from the University of Houston in Victoria. She has 11 years of experience in both the private business sector and as an educator here in Cuero. As Civil Clerk at the JP 1 office, Brittney is responsible forprocessing and handling civil cases.
Terry Hernandez has 24 years of experience working in various departments in Victoria County Government. She assists the JP Clerks with both civil and criminal justice court operations.
Constable Roy Kuester, born and raised in De Witt County, was elected Constable, taking office on January 1, 2025. Constable Kuester brings over 50 years of law enforcement experience to the county and works closely with the JP 1 office handling bailiff duties, civil process, as well as various law enforcement duties.
Judge Ruppert has decided not to seek election in order to spend more time with her family when her term ends on December 31, 2026.
