Cuero City Council meeting highlighted

The City of Cuero’s regular City Council meeting was held on Nov.13 in the council chambers.

In the Presentations and Recognitions section, the council welcomed new City Secretary Jessica Hernandez, new Utility Billing Clerk Dana Castillo,and Emily Robinson as a recent addition to the Utilities Department. In the First Reading of an Ordinance section, the council approved the initial reading of Ordinance No. 2025-21, authorizing a right-of-way dedication deed from Gobbler Land Company LLC. The update was required to correct ownership information associated with a previously ap- proved dedication.

The council then approved the second and final reading of Ordinance No. 202517, updating and amending the Cuero Municipal Library Code of Ordinances. The revisions, prepared by the Librarian and Library Advisory Board, expand and modernize library policies to reflect current operations.

The council also approved the second and final reading of Ordinance No. 202519, amending the Official Zoning Map to rezone property at 818 West Heaton from Commercial General to Agriculture.

In the Resolutions section, the council approved Resolution No. 2025-31, awarding the 2026 Street Seal Coat and Reclaim Contract to ABN Construction Company.

In the Consideration and Action Items section, the council approved several items:

• A request for the temporary closing of the Cuero Airport for the Wamsley Performance Tarmac Takeover event. The approval is contingent upon appropriate insurance verification and coordination with the Texas Municipal League.

• Authorized the City Manager to sign the Interlocal Agreement between the Cuero North Watershed and DeWitt County. The agreement establishes reimbursement procedures for the County’s operation of equipment used for watershed maintenance.

• Casting of votes for the DeWitt County Appraisal District Board of Directors was postponed to the December meeting to allow for placement under the correct agenda category and for additional clarification on vote allocations.

• Approved a Memorandum of Understanding with the Cuero Appraisal District to allow the use of the Library meeting room as a temporary office location in the event of a disaster affecting the district’s primary facility.

• Approved a request from the Cuero Livestock Show, Inc. to add an addition to the Friar Ag Facility. The proposed project will support expanded livestock operations and community use of the facility.

• Authorized the City Manager to issue Requests for Qualifications for an architect to design the planned addition to the Friar Agriculture Facility. This will provide detailed design guidance and cost estimates for future consideration.

In the Reports section, City Finance Director Connie Hawes presented preliminary financial reports for the third and fourth quarters ending Sept. 30. She noted a general fund deficit of $166,000, which is expected to break even after yearend adjustments. The water, wastewater, electric, solid waste, and golf funds performed well, and recycling collections and the resale shop had strong results for the year.

Next, City Manager Wayne Berger presented the 2026 street repair list. The total budget for street improvements is $373,000, with additional funding from the water/wastewater department for necessary utility replacements. Hazard Mitigation funding was discussed as supporting priority road projects, with some construction expected to begin in the next year.

In the Community Interest section, Council announced the November holiday schedule.

City offices were closed Nov, 11 in observance of Veterans Day, as well as Nov. 27-28 for Thanksgiving. Sanitation routes for residential and commercial services will adjust accordingly, and the Citizen Collection and Recycling Center will be closed during these holidays.

The ouncil also reviewed the TDS bulky pickup program under the new contract, effective Oct. 1. Residents are eligible for two free bulky pickups per year, with details included in recent utility bills and posted on the city website.
