Council recognizes fire response, approves projects

The City of Cuero’s regular City Council Meeting was held on February 9th in the Cuero City Council Chambers.

In the Public Comments section, DeWitt County Emergency Management Coordinator Billy Jordan recognized the multiagency response to a recent fire on Zengerle Road. He noted nine fire departments, EMS, law enforcement, county crews, state agencies, private companies, heavy equipment operators, and the Cuero Volunteer Fire Department Auxiliary responded. Jordan commended DJ Truman for serving as incident commander and encour- aged residents to avoid outdoor burning due to elevated drought conditions.

In the Consent Agenda section, Council approved the consent agenda as presented, after briefly discussing select items. Council noted the Building Department Monthly Report did not reflect the full January total due to the transition to the new MGO permit system and ongoing report configuration.

Council also received board re appointment recommendations, including Ben Zimmerman and Lynn Falcone for the Cuero Development Corporation Board, along with Christopher Jasso and Paul Harper for the Cuero Housing Authority Board.

The consent agenda also included approval of street closures for the Lace Up for Lifeway 5K scheduled for February 21, 2026.

In the Resolutions section, Council approved two items. For the first resolution, Finance Director Connie Hawes presented Resolution No. 202603 to update the City’s Investment Policy, including the approved list of financial institutions and brokers. Hawes explained the revisions reflect current banking relationships and brokerage entities.

For the second resolution, City Manager Wayne Berger presented Resolution No. 2026-04 (Task Order 62) for engineering services to revise and update plans, prepare bid documents, and provide contract administration for replacing a section of an existing 8-inch waterline on Stockdale Avenue, including Union Pacific Railroad permitting to bore under the tracks. Berger noted the permitting process is expected to take considerable time, and the City intends to bid the project to establish cost estimates for inclusion in the next budget cycle before proceeding with construction.

In the Consideration and Action Items section, Jeff Von Haefen presented a request to host the Texas Hero Fest car and bike show May 1 through May 3, 2026. The original request proposed the use of the City Airport; however, after discussion regarding operational and safety considerations, Council approved the event to be held along Lakefront Drive.

Council approved the annual extension of a Memorandum of Understanding with the Community Action Committee of Victoria for weatherization assistance. Hawes explained that the City budgets $10,000 annually to assist qualifying residents, with projects providing up to $7,500 per household based on need. The City Manager was authorized to sign the agreement.

Council also discussed potential amendments to Board of Adjustments membership requirements to expand eligibility beyond City residents to include individuals within the extraterritorial jurisdiction, property owners, or business owners. Staff will bring back proposed updates for further consideration.

In the Reports section, Tri-City Empowerment Council Executive Director Viola Holman and Advisory Board member De’Vonna Eldridge presented the Gospel Fest Hotel Motel Tax Funds Report. The three-day event included a 77th anniversary celebration tied to the former Daule School building, the fourth annual Gospel Fest, and a church picnic. Organizers estimated just over 1,000 attendees and approximately 15 hotel rooms booked, noting improved tracking through hotel coordination, sign-in sheets, online registration, and QR codes. Items of Community Interest:

•City offices were closed Monday, February 16, 2026 (Presidents’ Day) and reopened Tuesday, February 17 at 7:30 a.m.

•Sanitation schedule: there were no changes for residential or commercial.

•Citizens Collection and Recycling Center was closed on Monday and reopened on Tuesday at 8:00 a.m.
