Cuero Mayor Emil Garza presents a book on military leadership, “Stars and Stripes,” to the Cuero Municipal Library and Heritage Museum. The mayor was a coauthor of the book along with Dr. Jose Lugo Santiago and Major General (retired) Bradley Spacy of San Antonio who drove to Cuero to address the Mayor’s Youth Council May 19.
